What is the Institutional Effectiveness Partnership Initiative (IEPI)?

IEPI is a Chancellor’s Office initiative with goals of advancing California community colleges’ institutional effectiveness, improving student success, and reducing the number of accreditation sanctions and audit issues. IEPI consists of three major components including: a framework of indicators, partnership resource teams, and professional development opportunities.

What is the IEPI Framework of Indicators?

The framework of indicators is designed to measure the ongoing condition of a community college's operational environment. As a condition of the receipt of Student Success and Support Program (SSSP) funds, the statute requires that each college develop, adopt, and post a goals framework that addresses four areas (i.e., student performance and outcomes, accreditation status, fiscal viability, and programmatic compliance with state and federal guidelines). Colleges and districts must adopt a short-term (1 year) and long-term (6 year) goal for each of the Year-Three indicators marked as required in the Institutional Effectiveness Indicator Portal.

How did LBCC Determine Short and Long-term Indicator Goals?

In spring 2017, LBCC’s Budget Advisory Committee determined recommended targets for the fiscal viability: fund balance required indicator (i.e., Indicator 1). These recommendations were communicated to the College Planning Committee. In April 2017, the College Planning Committee reviewed the 2016 targets set by the College and recommended targets for the required indicators for 2017. The Committee also agreed to set a short-term goal for the optional indicator 30 (i.e., Full-Time Equivalent Students). Finally, the Committee utilized the College's short and long-term goals for degrees and certificates for the optional Completion of Degrees and Completion of Certificates Indicators (i.e., Indicators 18 and 19). The IEPI Framework Indicator Goals and LBCC’s goals for the required indicators are listed below:

District Fiscal Viability Indicators

1.Fund Balance (Ending unrestricted general fund balance as a percentage of total expenditures) 

LBCC Short-term Goal (1 year): 12.5%
LBCC Long-term Goal (6 years): 15%

2. Salary and Benefits (Salaries and benefits as a percentage of unrestricted general fund expenditures, excluding other outgoing expenditures)
3. Annual Operating Excess/Deficiency (Net increase or decrease in general fund balance)
4. Cash Balance (Unrestricted and restricted general fund cash balance, excluding investments)
5. Other Post Employment Benefits (OPEB) Liability (Self-reported percentage of the OPEB liability that the district's set-aside funds represent [includes both funds in a trust and outside of a trust and designated for this liability])
6. District Participation Rate for the 18-24 Year Old Population (The percentage of the 18-24 year old population within a district's boundaries that is enrolled in a CCC in that district)

12. Completion Rate (Scorecard) – Overall (Percentage of degree, certificate, and/or transfer seeking students starting first time in 2009-2010 tracked for six years through 2015-16 who attempted any level of math and/or English in the first three years, who completed a degree, certificate, or transfer related outcome)
13. Remedial Rate (Scorecard) – Math (Percentage of credit students tracked for six years who started below transfer level Math and completed a college-level transfer course in Math)
