CPC

At the College Planning Committee and Academic Council Retreat on December 11, 2014, members of both committees agreed to change the charge of the CPC.  2016-17 CPC Meeting Schedule

Purpose: 

The College Planning Committee (CPC) is a participatory governance body that acts as the central coordinating and directive body for the college‚Äôs planning efforts.  Recommendations from the CPC go to the Board of Trustees for information and/or approval.

Function:

1.  Establish long-term planning priorities for the college

A.  At six-year intervals, conduct and oversee the process of updating the Strategic Plan and Mission Statement.

B.  Design and oversee a process to monitor the goals of the Strategic Plan.

2.  Establish yearly planning priorities for the college

A.  Review internal and external data, state and federal initiatives, and planning committee documents from within the college community to make recommendations for yearly institutional priorities based on this input.

B.  Review and respond to the stated goals of the Board of Trustees and the Superintendent/President when formulating the priorities and planning activities of the college.

C.  Present annually to the Budget Advisory Committee institutional priorities and the ranked lists of augmentation requests developed through prioritization of the Vice Presidents' area goals and resource requests.

D.  Present annually to the Board of Trustees the institutional priorities and publish institutional priorities college-wide on the CPC website.

E.  At the beginning of the academic year, each vice-president on the committee would be paired as co-chairs with a member of the Academic Senate Executive Committee to work on VP Plans and matters or projects selected by the overall planning body including, but not limited to, the development of VP Plans.

3.  Establish charges and memberships for college planning committees.

4.  Oversee a task force structure for the accomplishment of specific planning tasks or input:

A.  Establish task forces to address specific college projects and needs, including the determination of written charges and general composition of the task forces and determine when appropriate, if a task force should be recommended as a standing committee.

B.  Monitor and review the work of task forces through status reports from the task force leaders.

C.  Where appropriate, monitor the implementation of task force recommendations.

5.  Meet annually with the Budget Advisory Committee to align district budget with college planning.

Timeline:             On-going

Process

  1. The College Planning Committee will meet no less than twice per semester, with additional meetings scheduled as needed at the discretion of the co-chairs.  Meetings will be scheduled for the duration necessary for conducting business.
  2. An agenda for each meeting will be developed by the committee co-chairs and will be distributed in advance to all College Planning Committee members.  Requests for specific agenda items or reports may be made by any committee member and submitted to either co-chair.
  3. Whenever an item of business on any agenda necessitates further study or action, the committee may propose a task force to pursue the issue.  In this event, the task force process shall be as follows:
    1. In consultation with the CPC co-chairs, the committee members proposing the task force may develop a proposed charge and composition and present it at the meeting.
    2. If a task force has not been anticipated and no proposed charge and membership has been developed, the appropriate vice-president or vice-presidents and their designated Academic Senate Executive Committee partners will be directed to develop a written charge and proposed composition of the task force and will present their recommendations for the committee's approval at the following meeting.
    3. With the consensus of the committee, in the case of a matter of exigent importance the committee may undertake to write a charge and develop a task force composition within the meeting.
    4. No task force shall be authorized by the CPC until a written charge and composition is approved by the committee.
    5. Task force members other than representatives from the College Planning Committee shall be named by the appropriate college bodies or individuals.
    6. Task force chairs will deliver final reports, findings, and recommendations to the overall planning committee and will deliver progress reports at the request of the committee
  4. For issues of college-wide concern, the College Planning Committee shall conduct open colloquia on an ongoing basis in order to encourage discussion within and input from the overall college community.  These colloquia will be presented at an appropriate point during the work of any task force working on the individual issue being discussed but before the task force finalizes its report and recommendations.
  5. When the College Planning Committee receives task force reports and recommendations, and after considering input from any colloquia held on the issue or from other appropriate sources, the committee shall forward recommendations reflecting the decision of the committee to the Superintendent/President or other appropriate body or individual for implementation.
  6. Where appropriate, the College Planning Committee may request status reports from individuals responsible for implementing recommendations and may further discuss or pursue issues as needed.

 

Expected Yearly or Periodic Task Forces

Task forces will be formed on a yearly basis at an appropriate point in the academic year or at pre-determined regular intervals to address the following recurring issues:

  1. Annually review, organization, and synthesis of program, department, and school plans.
  2. At regular and pre-determined intervals, help each vice-president create or update a plan and priorities for his or her area while considering input from the program, department, and school plans.
  3. Annually review and update as necessary the technology master plan,
  4. Annually review and update as necessary the facilities master plan.
