Long Beach Community College District (LBCCD) is pleased to announce the establishment of a partnership with the local construction labor community by entering into the Community and Student Workforce Project Agreement (CSWPA) between LBCCD and the Los Angeles/Orange Counties Building and Construction Trades Department and the signatory craft Councils and Unions. The agreement was approved by the District’s Board of Trustees on April 26, 2016.

The CSWPA provides LBCCD with the opportunity to establish a partnership with the local construction labor community for nine specific projects (see project list below).  The objectives and benefits include project cost containment, efficient and economical completion of projects to secure optimum productivity, a boost to the economy by generating local construction jobs and related jobs, partnering with responsible companies and contractors, and providing for the peaceful settlement of labor disputes and grievance without work interruptions for the timely and economical completion of projects covered under this agreement.  The CSWPA establishes a goal for Veterans’ and local residents’ employment on the projects of 40% overall, which includes a goal of 15% for local residents within district boundaries.  The District has an established goal of 5% utilization for Small Business and Minority/Women-owned Enterprises to participate as contractors or suppliers.
