Board of Trustees

The Board of Trustees governs the Long Beach Community College District and consists of five elected members, each representing one of the five trustee areas of the district. Voters in each of the areas elect the trustee to a four-year term.

LBCC District Board of Trustees meetings will occur the 2nd or 4th Tuesdays of each month and are subject to change. Meetings are broadcasted daily on the following LBCC CABLE stations: Channel 15 Long Beach, Channel 29 Lakewood and FIOS Channel 45.

Closed session begins at 4:00 pm.
Open session begins at 5:00 pm.

Board of Trustee Goals

  • Support the implementation of the 2016-2022 Strategic Plan.
  • Improve Board governance.
  • Support the implementation of an Enrollment Management Plan.
  • Support strategies that improve the fiscal long-term health of the college and district, and devise strategies to improve access and affordability for all college students.

Jeffrey A. Kellogg
President, Trustee, Area 1

Former Vice Mayor, Long Beach City Council member and Long Beach City College (LBCC) Alumni Hall of Fame inductee Jeff Kellogg officially assumed his duties as a member of the college’s Board of Trustees in 2002 and continues to represent the northwest portion of the Long Beach Community College District Area 1. He is currently serving as President of the Board of Trustees for an unprecedented fifth term.

Sunny Zia
Vice President, Area 3

Sunny Zia is serving her first term on the Long Beach City College board, having been elected Trustee for Area 3 in April of 2014. She is a first-generation immigrant who grew up in a hardworking family that raised her with the guiding principles of the American dream. From a young age they instilled in her the importance of education as the pathway to success. She moved to the U.S. during the Iran-Iraq war with her family in pursuit of a better life.

Vivian Malauulu
Trustee, Area 2

Vivian Malauulu is the first Latina elected to the Long Beach Community College District Board of Trustees to represent Area 2 which covers all of West Long Beach and the south-central parts of the city. She is also the first board member with direct ties to a Polynesian family.

Douglas W. Otto
Trustee, Area 4

Doug Otto is an attorney in private practice in Long Beach. He has earned a B.A from Stanford University; a M.A. jointly from Columbia University and Union Theological Seminary; and a J.D. from the University of Chicago. He has been a full adjunct professor of law at Southwestern University School of Law, where he taught for 16 years.

Dr. Virginia Baxter
Trustee, Area 5

Dr. Virginia “Ginny” L. Baxter was one of those people who watched the Rose Parade on TV and said, “I’m moving to California.” She said she ran away from home, Highland Park, Illinois, the legitimate way – she applied for admission to Occidental College in Los Angeles.

Jorgel Chavez
Student Trustee

Jorgel Chavez, a graduate of Bell Gardens High School, is a first generation college student currently enrolled in his fourth semester at Long Beach City College. After coming back from San Francisco State University in Spring 2016, Jorgel wanted to fully grasp the community aspect and involvement within LBCC so therefore when elections rolled around in Spring 2017, Student Trustee was a perfect match. As Student Trustee, he hopes to serve the people and ultimately, voice their concerns not just with the Associated Student Body, but also with the Board of Trustees.
